Washington State EPR Law Sets Initial Deadlines

Washington’s new extended producer responsibility (EPR) law calls for a recycling needs assessment by the end of December 2027, according to packinglaw.com®.

And a producer responsibility organization (PRO) must register with the state’s Department of Ecology by March 1, 2026, while producers of waste covered by the law must report to the PRO by July 1, 2026.

By October 1, 2028, a PRO must submit a plan showing how producers registered with the PRO will comply with the law.

The measure, which was signed by Gov. Bob Ferguson in May 2025, is known as the Recycling Reform Act.

Washington joins California, Colorado, Maine, Maryland, Minnesota, and Oregon as the seventh state to adopt EPR for packaging.
